National Drug Control Strategy Names Deflection Model for Pre-Arrest Diversion

Excerpt from the 2019 National Drug Control Strategy (January 31, 2019, page 11)

Recently, some pioneering police departments began diverting individuals addicted to drugs directly to treatment in lieu of arrest. Many communities are adopting pre-arrest diversion programs and other law enforcement diversion and deflection models, in which those struggling with addiction can walk into a participating police station 24 hours a day for police-assisted rapid treatment entry. The Administration supports these innovative programs and will scale up support for State, Tribal, and local drug courts in order to provide offenders struggling with addiction access to evidence-based treatment as an alternative to or in conjunction with incarceration, or as a condition of supervised release.
