Housing Is Recovery (HIR)

The HIR program serves individuals experiencing homelessness who have a serious mental illness and are at high risk of institutionalization, or a substance use disorder and are at high risk of overdose.

HIR is an Illinois Department of Human Services initiative designed to prevent unnecessary institutionalization and overdose by providing stable housing combined with recovery-focused supportive services.

The program serves Jackson, Jefferson, Franklin, and Williamson Counties, providing housing search and placement, rental assistance, temporary housing when needed, landlord engagement, and ongoing supportive services. Participants may also receive assistance for approved moving expenses.

HIR connects participants to mental health and substance use services, employment resources, SOAR, and other community supports.

The goal is to help people transition from homelessness, hospitals, correctional facilities, or other unstable situations into safe, stable housing while building the supports needed for recovery and long-term stability.
